Some producers will use breast meat, while some commercial manufacturers will use mechanically separated turkey. The only way to know what's in your pastrami is to find out who makes it and contact them.
Since you said you buy from Whole Foods, I wouldn't worry too much, they're trying to build a reputation selling high quality, organic foods and I doubt they would sell a product containing mechanically separated poultry.
